THE REGISTRATION CERTIFICATE / TRANSFER DOCUMENT EXPLAINED:
Every responsible breeder should register his/her litter of puppies before selling them, and he/she must provide the owner with the registration certificate of the dog/bitch being sold.
The Registration Certificate is the official document that specify that the dog is registered with the Maltese National Canine Federation. It contains all the relevant information on the dog/bitch. When obtaining/buying a puppy, make sure that the details shown on the registration certificate corresponds with your dog, such as sex, colour etc. Such details CANNOT be changed by the new owner. The Registration Certificate ensures that the puppy does have a pedigree and this can be applied for at the time of transfer or at any time after that by the person on whom the dog is registered on at the time of application for the pedigree.
The back of this certificate also serves as the transfer form should the dog/bitch needs to be transferred to an other owner (Shown and explained further down)

The Registration Certificate explained:
The back of the Registration Certificate serves also as the Transfer Form should the Dog/Bitch needs to be transferred. It MUST be signed by the present registered owner, otherwise, the transfer WILL NOT be accepted. Any person obtaining a puppy must ensure that he/she is given this certificate and duly signed by the present registered owner.
(It is important that before applying for the transfer of ownership, you have your puppy's microchip registered at your vet as a copy of the microchip certificate issued by the Government is requested and must be attached to the transfer form) (See Below):

The new owner must complete the transfer form filling in all the details required. The three generation pedigree can be also applied for when applying for the transfer. (See below):
Endorsements (If Any). Endorsements are conditions that can be laid down by the owner that will bind any future owners of the dog/bitch. Such conditions can only be removed by the person who registered them. Although very rarely used, these conditions can be imposed by the owner or breeder if transferring a dog, and it is of utmost importance that whoever is obtaining the dog knows of such conditions.
For instance, the endorsement: "Not to be bred from" binds any future owner of this dog/bitch not to breed form this dog. Any progeny (puppies) coming from this dog/bitch WILL NOT be registered. For example, The endorsement "Not to be exhibited" will bind all future owners of this dog/bitch not to exhibit this dog/bitch in any dog shows. This is why it is important that when obtaining a puppy (or adult dog), you must insist that you are given the registration certificate with it, so that you will know if there are any conditions tied to it. Do not just take the owner's word for it, insist that the registration certificate be given to you, signed at the back by the registered owner. Please keep in mind that only the person who registered the endorsements can remove them. The excuse that you didn't know of these conditions won't help!
A Registration Certificate showing Endorsements is shown below:
Never accept to buy a puppy which is not yet registered. Insist that you'll be given the Registration Certificate with the puppy. Some breeders might just want to give you some signed registration forms, so that you'll register the puppy yourself. These papers does not ensure that the puppy will be registered. A puppy will not be registered if:
- It's Sire and Dam (father and mother) are not registered.
- If the Dam (mother) had a previous litter within 12 months before the date of birth of the puppy.
- If there is an endorsement "Not to be bred from" on the Sire (father) or Dam (mother) of the puppy.
- If the breeder is not the current registered owner of the Dam (mother of the puppy).
- If there are any disciplinary actions in force that prohibits the owner of the Sire or Dam from breeding.
- If the breeding resulting in the birth of your puppy infringes any Maltese Legislation or MNCF Rules.
